Collective op-ed published by Le Monde on the 1st of April

In an address to the Russian people, four presidents of European parliamentary groups, including Manfred Weber (European People’s Party), Stéphane Séjourné (Renew) and Manon Aubry (La Gauche), explain that the only threat to Vladimir Putin is “his fear that Ukraine could become a successful and prosperous democracy”.

Dear European neighbours, Dear friends,

Awful, terrifying, intolerable, war is tearing our continent apart at its core.

You know why. You know why. Your president decided to bring war to a country that had not attacked anyone and only wanted to live in peace with all its neighbours and friends, with you as well as with us.

This war has already killed too many people. It is bringing grief to families in Ukraine who are bombed, besieged or forced to flee their homes. It is killing your children who are sent to kill innocent people without, of course, understanding why they should do so.

This war must end, as so many among you, mothers and fathers, journalists, professors, teachers and students, priests and scientists, artists and writers, have the courage to write on petitions signed with their names.

So we want to tell you today that no one is threatening Russia, that neither Ukraine, nor the European Union, nor the United States, nor the Atlantic Alliance want to harm it in the slightest. No one has annexed a single square meter of Russia, nor would they want to.

There are no NATO missiles in Ukraine, neither European nor American. No Atlantic Alliance army, American or European, has entered or would enter Russia.

The only thing that threatens your country is the fear it inspires when its leaders behave as they are doing in Ukraine today, because the result is economic sanctions, mistrust and their consequences: mutual resentment and the abandonment of mutually beneficial cooperation. The only thing that threatens your president is his fear that Ukraine could develop as a successful, prosperous democracy, overcoming corruption and oligarchic rule and thereby serving as an example for a better Russia.

There is no place for this war, and yes, it must stop immediately because it is absurd, unjust and brings even greater dangers to us all, but also because our 27 countries, your 27 neighbours, the 27 Member States of the European Union, are only waiting and hoping for the day when we can work with you, together, for the stability and prosperity of Europe, our common continent.

We owe it to our children and our parents. We owe it to the decades of peace that, despite the Cold War, Europe has enjoyed since the end of the Second World War. We owe it above all to our common identity, to our common European culture, for you, just like us, are first and foremost Europeans.

From St Petersburg to Lisbon, from Paris or Moscow to Berlin, Kiev or Warsaw, our young people share the same lifestyles, the same tastes and the same thirst for freedom. All generations combined, from Dublin to Vladivostok, we are all Europeans because our histories have always been intertwined and Tolstoy and Dostoyevsky, Chekhov and Bulgakov, your writers, belong to our common heritage, to the pantheon of world literature where they sit among Shakespeare, Hugo, Shevchenko, Goethe, Cervantes, Kafka or Mickiewicz.

We are all Europeans because you and we draw our common culture from Greek philosophy, Roman law, the Old and New Testaments, the Enlightenment and the democracy of Athens and Rome reinvented by the British and French revolutions.

So yes, let us work together to bring these dark hours to an end without delay, and let us work for the day when your Federation and our Union with its current and future members will find the ways of understanding and cooperation so necessary to Europe and to the world.

Let us work to ensure that the end of the East-West confrontation is no longer seen by anyone as a victory or a defeat but as the beginning of a new era of continental democracy and prosperity. Let us work to bring about that long-awaited day when we can combine our intellectual, natural and scientific wealth to affirm Europe, its culture and its civilisation. Yes, let us work for the moment when bridges will span the forgotten walls. Let us work for it, because there is nothing impossible about it, since you and us, dear friends and citizens of Russia, refuse war. We know that many of you condemn Putin’s criminal attack and want peace, we hear your voices during protests despite the risk of arbitrary arrests and severe punishments.

It is because we know this, because we are certain of it, that we are speaking to you today with the desire that this message will contribute to and accelerate our reconciliation and that we will thus be able to emerge as quickly as possible from the tensions, the sanctions and above all from this war, which has been inflicted by your president on the Ukrainian people, on you and your children so unfairly.

Long live Europe! Long live peace.

Дорогие европейские соседи,

Дорогие друзья,

Ужасная, чудовищная, возмутительная война, разразившаяся в самом сердце нашего континента, разрывает его на части.

Вы знаете, почему.

Российская армия вторглась в Украину.

Ваш президент решил развязать войну против страны, которая ни на кого не нападала и желала лишь жить в мире со всеми своими соседями и друзьями, с вами и с нами.

На этой войне погибло уже очень много людей. Война повергла в отчаяние украинские семьи,  которые, спасаясь от бомбардировок и осады, вынуждены покидать свои дома. Война убивает и ваших детей, – их послали убивать невинных людей,  и они, разумеется, не могут понять, во имя чего они должны это делать.

Этой войне надо положить конец, и очень многие из вас, отцы и матери, журналисты, профессора, преподаватели и студенты,  священники и ученые, художники и писатели, имели мужество подписать петиции, требующие ее прекращения.

Поэтому мы хотим сказать вам сегодня, что никто не угрожает России, что ни Украина, ни Евросоюз, ни Соединенные Штаты, ни Североатлантический альянс не желают ей зла.

Никто не аннексировал ни единого квадратного метра российской территории, и не собирается этого делать.

В Украине нет ни одной ракеты НАТО, ни европейской, ни американской.

Ни одна армия НАТО, ни американская, ни европейская, не вошла и не войдет в Россию.

Единственное, что угрожает вашей стране – это страх, который она внушает, когда ее лидеры ведут себя так, как сегодня по отношению к Украине, потому что за этим неизбежно следуют экономические санкции и отказ от взаимовыгодного сотрудничества. Единственное, что угрожает вашему президенту, это его собственное опасение, что Украина может стать полноценной процветающей демократией, свободной от коррупции и власти олигархов, и послужить таким образом моделью для лучшей России.

Этой войны быть не должно, да, ей необходимо немедленно положить конец, потому что она абсурдна, несправедлива и несет всем нам новые угрозы, а также потому, что наши 27 стран, ваши 27 соседей, 27 государств-членов Евросоюза, ждут- не дождутся того дня, когда мы сможем работать вместе с вами во имя стабильности и процветания Европы, нашего общего континента.

Мы обязаны сделать это ради наших детей и наших родителей. Мы обязаны сделать это, памятуя о десятилетиях мира, который, несмотря на холодную войну, воцарился в Европе после окончания Второй мировой войны. Мы обязаны сделать это, прежде всего, во имя нашей общей идентичности, нашей общей европейской культуры, ведь и вы, и мы, прежде всего, европейцы.

От Санкт-Петербурга до Лиссабона, от Парижа и Москвы до Берлина, Киева и Варшавы наша молодежь ведет одинаковый образ жизни, имеет одинаковые вкусы и так же жаждет свободы. Вне зависимости от поколения, мы все европейцы, от Дублина до Владивостока, потому что наши судьбы всегда переплетались, и ваши писатели – Толстой и Достоевский, Чехов и Булгаков, принадлежат нашему общему наследию и входят в Пантеон мировой литературы наряду с Шекспиром, Гюго, Шевченко, Гете, Сервантесом, Кафкой и Мицкевичем.

Мы все европейцы, потому что черпаем нашу общую культуру из греческой философии, римского права, Ветхого и Нового Заветов, Просвещения и афинской и древнеримской демократии, переосмысленной Английской и Французской революциями.

Так что давайте действовать сообща, чтобы без промедления завершить этот мрачный период нашей жизни, чтобы наступил день, когда ваша Федерация и наш Союз, с его нынешними и будущими членами, найдут пути взаимопонимания и сотрудничества, которые так необходимы Европе и всему миру.

Давайте работать над тем, чтобы окончание конфронтации между Востоком и Западом воспринималось уже не как победа или поражение, а как начало новой эры демократии и процветания на континенте. Давайте работать над тем, чтобы приблизить тот долгожданный день, когда мы сможем объединить наше интеллектуальное, природное и научное достояние во имя утверждения Европы, ее культуры и цивилизации. Давайте работать ради того момента, когда через забытые стены перекинутся мосты. Давайте работать, потому что в этом нет ничего невозможного, ведь и вы, и мы, дорогие друзья и граждане России, не хотим войны. Мы знаем, что многие из вас осуждают преступную агрессию Путина и хотят мира, мы слышим ваши голоса на протестных  акциях, в которых вы участвуете, несмотря на риск противоправных задержаний и суровых приговоров.

Да, мы знаем это, мы уверены в этом, и обращаемся к вам сегодня с этим посланием в надежде, что оно будет способствовать нашему сближению и ускорит его, что нам удастся в ближайшем будущем положить конец напряженности, санкциям и, прежде всего, этой войне, столь несправедливо навязанной вашим президентом украинскому народу и вашим детям.

Да здравствует Европа! Да здравствует мир!
